In your view, how effective has the federal legislation in the Prison Rape Elimination Act (PREA) been in reducing the occurrence of rape within correctional institutions? If the rape is committed by corrections personnel, what would be the advantage of having the federal government prosecute the matter, even if it is committed in a state facility? What resources are available at the federal and state level to implement effective programs that will reduce victimization and mistreatment of inmates by corrections personnel?
