In 1994, President Bill Clinton signed legislation authorizing the president to provide assistance for the prevention and suppression of international drug trafficking and money laundering. Many have posited that US policy has failed and only increased the international production of illegal drugs. The legalization of marijuana forced drug cartels to change substances leading to increases in international production of fentanyl, which helped fueled the US opioid crisis. What are other factors that have resulted in increases or possibly decreases in global substance abuse and addiction issues?
