Option 1: Describe an experience you have had with an administrative agency. Is the agency categorized as a social welfare, public service or regulatory agency (in other words are its basic functions to provide services, enforce regulations, or provide a mix of services and regulations). How could the experience have been improved? What are the differences between these public administration functions and similar functions found in private management?

One cardiologist involved in the policy making suggested that each taxpayer be weighed at a post office once a year when filing his or her tax return. Those whose weight is normal or who have lost weight over the past year receive a tax break from the Internal Revenue Service (IRS); those who are significantly overweight would pay the standard rates. How might managerial, political, and legal perspectives affect the implementation of this policy? If it were enacted as part of the new health care policy, how might you evaluate its effect?
