It is important for all educators to possess a basic understanding of the history and legal principles specific to special education to ensure a quality educational experience for all.

Respond to the following in a minimum of 175 words:

• Who are exceptional learners?
• What is the difference between early intervention and early childhood special education? Why is it important to know the difference?
